- Old and busted: Computing max fee as loanMaximumPaymentsPerTransaction * normalCost;
- New hotness: Computing max fee increments as
  loanMaximumPaymentsPerTransaction / loanPaymentsPerFeeIncrement,
  then computing max fee as
  maxFeeIncrements * normalCost,
  if payment amount >= maxFeeIncrements * periodicPayment.
