The steps described setting a suppressed attribute on a dropped duplicate. The
span is now created after the duplicate check, so there is no span on that path.
tryDirectApply returns an engaged optional whenever the fee bar was cleared,
including when xrpl::apply() failed, so testing the optional labelled failures as
applied. TxQ_test's fail-in-preclaim case hits exactly this: the fee clears the
bar and preclaim then rejects with terINSUF_FEE_B.
The stamp now branches on ApplyResult::applied. A failure reports failed rather
than falling through to the default rejected, because rejected means the
transaction got nowhere, while this one cleared the fee bar and ran through
apply(). ter_code is recorded either way, so the failure is diagnosable. Both
values already existed and are used the same way by the queued-apply path in this
file, so the vocabulary is unchanged.
The value set in the phase-3 task list is updated to match, including a ter_code
row for txq.accept_tx that was already emitted but undocumented.
Both spans are moved into job-queue lambdas and destroyed on a worker
thread. Detaching on the origin thread pops the thread-local OTel Scope
there, so later spans on the peer/RPC thread no longer inherit these as a
leaked ambient parent. Trace_id/parent are unchanged (both are hashSpan).

The TxQSpanNames.h span-hierarchy comment and the Phase 3 task-list attribute
table showed txq.accept.tx, but the constant emits txq.accept_tx
(op::acceptTx = "accept_tx"). Correct both.
The Phase3/4/5 task lists show attribute keys in the older dotted
`xrpl.<domain>.<field>` form because that mirrors how a fully qualified
attribute reads in a Tempo trace view, which keeps the planning prose readable.
Add a note to each clarifying that the implemented keys follow the underscore
convention in CONTRIBUTING.md and that the *SpanNames.h constants (enforced by
the CI naming check) are the single source of truth — so the dotted form here
is illustrative, not the literal key.

Wire trace context into P2P message flow so distributed traces
link across nodes. TX relay injects SpanGuard context via
PropagationHelpers.h; consensus propose/validate injects via
TraceContextPropagator.h. Receive-side extraction in PeerImp
creates child spans for proposals and validations.
- Add TraceBytes struct and SpanGuard::getTraceBytes() for
extracting raw trace context without OTel type dependencies
- Add PropagationHelpers.h: injectSpanContext(SpanGuard, proto)
