fix(consensus): expire export coordination instead of republishing past deadline
...
A tick after the sidecar window must not start another observation interval
when the root changed or first material arrived late. Expiry is terminal
for the round; an already-published unchanged root may still align on a
late first decision. Live admission unchanged.
