Rename the Vault maximum IOU scale constants so the Vault, not the IOU,
carries the Legacy/FixedPrecision qualifier. Exclude the unreachable
adjustVaultCash failure returns from coverage, and compare the
AssetsAvailable round-trip in the test helper against the stored value.

FixedPrecision now requires featureLendingProtocolV1_1 and no longer
depends on fixCleanup3_2_0. Also rename the VaultCreate callers to
getVaultDefaultVersion.

test: Enable LendingProtocolV1_2 for Loan Broker domain cases
...
DomainID and private Loan Brokers require featureLendingProtocolV1_2,
which this stack leaves out of the default test amendments until the
LoanManage PR. Enable it explicitly in the permissioned-domain cases of
LoanPermissionedDomain, LoanBroker, InvariantsPseudoAccount and
InvariantsMisc.

test: Skip FixedPrecision lending cases in LendingBatch until LoanManage
...
With featureLendingProtocolV1_1 and featureLendingProtocolV1_2 enabled,
new Vaults are FixedPrecision, whose lending transactions are enabled
later in the stack. Run only the Vault-only cases under that feature
set; the LoanManage PR restores the rest.
