Fix failing Travis CI Windows VS2019 build

The newest MSVC 19.25.28610.4 does not build rocksdb. During the
Travis CI Windows job, the vs_BuildTools.exe automatically
downloads the newest version of the compiler. This fix forces the
install of MSVC 19.24.28314.0 to build rocksdb.
