docs: add peerDisconnectsCharges metric to data collection reference

Browse Source 
Bridge the existing beast::insight gauge for resource-limit peer
disconnects (peerDisconnectsCharges_) into the StatsD metric inventory.

Part of the external dashboard parity initiative.
