feat(telemetry): Add Tempo search filters for the transaction accounts

An operator searching traces by account needs the attribute to be a
Grafana search filter, not just a span field. Add tx_account,
tx_destination, tx_owner and tx_issuer to the transaction-tracing filter
block of the Tempo datasource. tx_account is static because every
transaction carries it; the others are dynamic because only some
transaction types have those fields.
