Calvin 4904575a15 Fix WebSocket Tool modals so they open on first click and dismiss the overlay. (#3901) ...

Keep the modal markup in the DOM for Bootstrap's data API and use data-bs-dismiss so closing no longer leaves a blocking backdrop.
