Run Builds/levelization/levelization.py after the harness port. The xrpld.core <-> xrpld.net loop is gone (Config no longer includes HTTPClient); new ordering edges are the harness's test.jtx and test.consensus dependencies on xrpld.overlay/peerfinder/net.
