69fccdf5c6 Improve checking of library versions. 
* Correctly handle openSSL version checking on Ubuntu, Debian, OS/X.
* Also check versions of openSSL, Boost, GCC and MSVC at C++ compile time.
* Get rid of over-engineered runtime CheckLibraryVersions.
