chore: remove extra files for git, nyc, and mocha (#2422)

- Remove `.gitignore` from individual packages.
- Remove `nyc.config.js` and `.nycrc` since `nyc` is no longer in use
- Remove `.mocharc` and `localIntegrationRunner.html` since `mocha` is
no longer in use.
