Brings develop 97fbea23cc in through otel-phase10-workload-validation. Resolutions:
- src/tests/libxrpl/CMakeLists.txt: keep sync's include-path block,
minus the three tests phase-10 now builds in xrpld_tests (four
left; three of the four build with telemetry off).
- docs/telemetry-runbook.md: keep sync's side of all eight hunks.
Each already cites function names, as phase-10's does, and
describes sync's code: hash-keyed ledger spans, the ledger hash on
every ledger.* span but ledger.build, an outcome on every acquire,
and sync's validation counts.
- ordering.txt: regenerated.
