Resolutions:
- features.macro / transactions.macro: keep Cosign amendment and
ttTRANSACTION_PROPOSAL_CREATE, alongside develop's SmartEscrow etc.
- src/test/jtx/ConfidentialTransfer.{h,cpp}: take develop; its cleanup
(#8265) already includes the Cosign-added getForgedConvertBackProof,
getForgedSendProof and setupConfidentialIssuance, moved into the .cpp.
- src/tests/libxrpl/ledger/SLEBase.cpp: keep the TransactionProposalEntry
include from Cosign, adopt develop's snake_case gtest names.
- src/tests/libxrpl/ledger/*Entry.cpp (31 files): take develop's
snake_case gtest names (enforced by bin/pre-commit/fix_gtest_names.py).
