Merges pratik/otel-phase9-metric-gap-fill into
pratik/otel-phase10-workload-validation.

Auto-merged. Carries the weak_ptr gauges_ change into OTelCollector, the
Test 1 standalone-store fix in TESTING.md, and the collection-lifecycle
calls in the StatsD test that phase-7 requires.
