Pratik Mankawde 93dd89626a docs(telemetry): Describe what the Job Stalls panel counts ...

The Job Stalls panel carried the acquire-stall panel's text: it
described sync_acquire_no_progress_total. It now describes
jobq_stall_total, which goes up by one when a job runs for 1 s or
more. The panel, the glossary and the reference doc now say the
counter uses run time only, while the load monitor's own warning also
counts queue wait.
