Mayukha Vadari b18dece145 refactor: move API functions from RPCHelpers.h to ApiVersion.h (#5889)
This change moves two functions, `setVersion` and `getAPIVersionNumber`, from `RPCHelpers.h` to `ApiVersion.h`.
