Mayukha Vadari a705d48033 refactor: Move creditLimit and creditBalance onto RippleStateEntry ...

Add const members RippleStateEntry::creditLimit(account, issuer) and
creditBalance(account, issuer) that hold the field logic. The free
functions stay as shims: they build the entry, call the member when
the line exists, and return zero otherwise, as before.

creditLimit2 reads no fields; it only converts the creditLimit shim
result, so it stays unchanged.
