Rename dashboards to follow Title Case convention without redundant
service prefix (all dashboards are already in the 'rippled' folder):
- "rippled - Fee Market & TxQ" -> "Fee Market & TxQ"
- "rippled - Job Queue Analysis" -> "Job Queue Analysis"
- "rippled - RPC Performance (OTel)" -> "RPC Performance (OTel)"
