seelabs 5743dc4537 Change initialization code to use "disable master key" txn as milestone: ...

* The initialization code now assumes that all transactions that come before
"disable master key" are part of setup. This is also used to set the initial
sequence numbers for the door accounts.

* Add additional logging information

* Rm start of historic transactions

* Delay unlocking of federator main loop

* Fix stop history tx only bug
