Edward Hennis 53df35eef3 Address OOB read in the base58 decoder: 
Under some circumstances, it is possible to induce an out-of-bounds
memory read in the base58 decoder.

This commit addresses this issue.

Ripple Source Guidelines

Each folder contains a single module following the newest style:

  • One class per header
  • As much implementation hidden as possible
  • All major interfaces are abstract
  • Every class is documented
  • Each module focuses on solving one problem
