- Fix stale header comments in otel-collector-config.yaml to reflect
  that StatsD receiver is now active (not commented out)
- Don't inflate pass count for skipped hierarchy checks — log as SKIP
  instead of adding a passed CheckResult
- Add comment explaining continue-on-error pattern in CI workflow
