Pratik Mankawde 4b445149a9 fix(telemetry): Leave nested waits out of rotation phase durations ...

healthWait() runs inside the clear_prior, copy and freshen.fetch
phases. Its sleep was counted in that phase's record and again in its
own health_wait record. Each phase now records its own time minus any
phase opened inside it. The span still covers the whole phase.
