Pratik Mankawde 342cad0664 docs(telemetry): Say where txq.enqueue nests in the data reference ...

The row called txq.enqueue a root on the open-ledger rebuild path. A
rebuild inside doAccept nests it under consensus.accept.apply; only a
rebuild outside doAccept makes it a root. It also fires on every
TxQ::apply call, not only when a transaction is queued.
