close_time_avalanche_state is new; the row also did not say that the other three are rewritten on every convergence iteration, so a reader could not tell that the exported value is the last one rather than a series. This row is byte-identical on phases 5 through 10, so it is edited here and merges forward. The consensus.phase.open row is empty until phase 9 and is updated there instead.
