f9789fa4df Migrate updater from cron to systemd timer; use journald + flock 
- systemd oneshot service + timer replaces cron job
- randomized scheduling and persistent timers
- journald logging with SyslogIdentifier
- flock-based concurrency control
- remove legacy update.log file
