docs(telemetry): repoint Phase11 parity-spec links to appendix
...
The Phase 11 task list still linked the moved External Dashboard Parity spec
at its old docs/superpowers/ path. Point them at the appendix in
06-implementation-phases.md.

refactor(telemetry): rename xrpld-* dashboards to bare names, bare uids across all dashboards
...
Rename the 4 xrpld-* dashboard files to bare names and set every
dashboard uid to its bare filename stem; update doc/plan references.
Removes the redundant xrpld-/system- prefixes now that titles are clean.

Task 11.12: 18 Grafana alert rules (critical/network/performance groups)
for Phase 7+ parity metrics — validation agreement, state tracking,
validator health, peer quality, ledger economy.
Task 11.13: Dual-datasource architecture documentation — records the
external dashboard's fast-path pattern as a future optimization option.
