refactor(telemetry): remove Jaeger service, exporter, and datasource

Tempo is now the sole trace backend. Remove Jaeger all-in-one service
from docker-compose, otlp/jaeger exporter from OTel Collector config,
and Jaeger Grafana datasource provisioning file.
