Implement MultiSignReserve amendment [RIPD-1647]:

Browse Source 
Reduces the account reserve for a multisigning SignerList from
(conditionally) 3 to 10 OwnerCounts to (unconditionally) 1
OwnerCount.  Includes a transition process.
