Be paranoid about ledger compatibility:

Browse Source 
* Consider ledgers incompatible based on last valid ledger
* Test against even ledgers not acquired yet
* Don't validate an incompatible ledger
* Don't switch to an incompatible ledger
* Protect against an unreasonably small quorum
