Add sanitizers to CI builds

- Added Address and Thread sanitizers for Debian Bookworm builds
- Updated build-deps action to support sanitizer flags
- Modified strategy matrix generation to include sanitizer configurations
- Updated Conan profiles for sanitizer support
- Added InsertNewlineAtEOF setting to clang-format
