Refactored stage sync logic. (#86)

Browse Source 
* Cleaned up stage time sync logic and avoided extra missed rounds.
* Moved stage sync time logic to beginning of consensus stage.
* Removed check_majority_stage.
* Re-organised lcl sync flow.
