2316cced64 feat: Recover from fallback writer state (#3000) 
Add a timer and new `FallbackRecovery` state to try to recover from
`Fallback` writer state every hour.

05e52ee7a4 fix: Start without cache file (#2976) 
#2830 introduced a bug that clio couldn't start without having a cache
