59d07fab64 fix: Flush buffers before renaming cache file (#2927) 
If clio shuts itself down due to exceeding graceful period when cache is
saved and renamed but the buffers are not flushed, we may end up with a
corrupted cache file. Clio will detect corruption and will not load
corrupted cache file, but we could avoid it by explicitly flushing
ofstream buffer.

b62cfe949f feat: Graceful shutdown with old web server (#2786)

9c92a2b51b style: Use pre-commit tool and add simple config (#2029) 
I started with really simple pre-commit hooks and will add more on top.

Important files:
- `.pre-commit-config.yaml` - the config for pre-commit
- `.github/workflows/pre-commit.yml` - runs pre-commit hooks in branches
and `develop`
- `.github/workflows/pre-commit-autoupdate.yml` - autoupdates pre-commit
hooks once in a month
